Business Card skimming at six ATM booths from three banks EBL UCBL and CITY Bank

“We’re certain from our primary findings that these scams were pulled off at six ATM booths belonging to three separate banks including Eastern Bank Limited. Our investigators were at these banks and booths this morning,” central bank spokesperson Subhankar Saha.
The names of the other two banks have not been disclosed ‘for the sake of investigation’ but United Commercial Bank has already filed a case at Banani Police Station saying skimming devices were set up in their booths.
The banks, Saha said, will have to continue providing ATM and other services. Those who do shut them down voluntarily will be looked into.

The incident of ATM fraud is forcing people in Bangladesh, who were beginning to feel at ease with Internet banking and payment using credit or debit cards, to think again about such transactions.
Freak transactions using ATMs reported on Thursday and Friday is said to have cost EBL clients hundreds of thousands of taka. 

bdnews24.com journalist Mahbuba Akter Dina said on Friday, she received two notifications from the bank that Tk 80,000 in total were withdrawn from her account from Mutual Trust Bank’s ATM at Shewraparha.

Shocked in the knowledge that her card was with her, she called EBL’s customer care. The bank then stopped withdrawals using ATMs from other banks after several other cases were reported. 

A person whose bank is connected with the central bank’s National Payment Switch can withdraw money from the ATM booths of 47 other banks also linked with the Switch. 

Bangladesh has nine million card holders, and more than eight million of them are debit cards. ATM services are offered from 7,000 booths across the country, according to the central bank. 

How they scam

The frauds planted video cameras inside the ATM as well as skimming devices they used to steal card information and watch people enter their PINs on the entry pad, the central bank said in a media statement.   

They forged duplicate copies of these cards to steal the cash. 

EBL said client information have been stolen from two of their booths in Gulshan. 

The bank, in a statement on Sunday, said they first froze 21 cards after clients reported unauthorised transactions but it later moved to deactivate all cards used in those two ATMs.

A scam like this will require all card information which a scanner or skimming device can get, said Strategy Officer for Fiber@Home, Sumon Ahmed Sabir. 

The scanner set up near a card reader on an ATM machine copies a client’s information when a card is swiped on the magnetic strip. The information taken from a scanner is copied on another chip on a blank card, said Ahmed, an expert on microchip security.   

But withdrawing money still requires a PIN. Thieves plant tiny cameras near the entry pad, speakers or in other places where they cannot be easily noticed. 

People who use ATMs are advised to cover the entry pad with their other hand. 

“ATM skimming happens frequently abroad. Bank’s own employees and booth security officials are found to be involved in 90 percent of the cases.” 

“It’s not easy to plant these devices if there is efficient security at the gate.”  

The central bank has instructed banks to install anti-skimming devices, monitor the surveillance footages, and disallow third parties from repairing the machines. 

The banks whose ATMs were compromised have been told to make a list of clients whose data have been stolen between Feb 7 and 14, and also provide them with new cards in place of old ones.     

The central bank said it was working to determine the banks’ liability in compensating the fraud victims.
  
The EBL has also said it will fully compensate those whose money has been stolen.

How to lodge a general diary (GD) to Bangladesh Police

Write the general diary in the application format

A format of writing general diary and other relevant information available at:
Print two copies of the application
If printing is not available, you may photocopy the original one or write two copies of the same application in your own handwriting
Put your original signature to the both copies of the GD application
Go to the Police station. You need to lodge the GD at the jurisdiction of the police station where the actual incident happened. In case of lost document, you may lodge the GD at the police station of your present residential address.
In the police station, go to the duty officer and tell him that you want to lodge a general diary(GD) and hand over the two copies of the same application to him/her.
If the application seems ok to the duty office, he will write a GD no in both copies of the application form, put his signature with seal in both copies of the application.
If you don’t write yourself the application, relevant members of police in the police station may help you to write the application.
Dhaka Metropolitan Police has introduced online general diary filing and some other information inputting facility through their website’s Citizens Help request (CHR):

49 percent students in Bangladesh victims of cyber harassment: Telenor

The mobile-phone service provider made its study – Safe Internet – public on Tuesday.
The study “examined internet safety knowledge among 1,896 students in Bangladesh”, aged between 12 and 18 years, from the country’s key cities, a Telenor press release said. 
The findings show that 49 percent of school students in Bangladesh have either been “bullied or disturbed online” or have been “bullied by the same person both online and offline” or have themselves bullied others under the veil of internet anonymity.
The release says the study analyzed student response to different types of internet harassment such as “cyberbullying and peer pressure”.
The study was aimed at identifying factors behind “behaviour patterns” and finding ways to make the web safer.
The study says students’ easy access to the internet had become a matter of concern for parents.
Children, the study finds, are now more exposed to peer pressure, making them visit sites not suited to them or use bad language.
The study found 49 percent of students surveyed had experienced at least one form of peer pressure, the release said.
When asked about their ability to counter such threats, 60 percent of the students said they were confident of doing so either alone or with the help of their parents and teachers.
While the internet makes access to websites promoting drugs, weapons, suicide and hate rather easy, posing a broader threat, most students said they avoided such sites.
The study also revealed that 61 percent of the students in Bangladesh stated they would not send explicit messages, also known as ‘sexting’, the press release said.
“Telenor hopes the findings from this country-specific study will emphasize the importance of positive parent and teacher guidance for children using the internet, as well as to inspire increased digital resilience through regular conversations and advice to their children,” Ola Jo Tandre, Head of Social Responsibility, Telenor Group, has been quoted as saying in the press release.

How to apply ONLINE for passport in Bangladesh, machine readable passport (MRP) in Bangladesh

One needs an active email to get application id and password delivered to this email. One may partially fill out the online application form and come back later. Then he could open up the form with the password sent to his email.Besides,an active mobile no is required to get the text message when passport is ready.
Payment could be made any branches of the five private banks in person. These banks are: Dhaka Bank, Bank Asia, Premier Bank, One Bank and Trust Bank. Selected branches of Sonali bank also collects passport fee.
Further, online payment could be done through credit card.

In the online application form, one needs to fill out the reference no of the payment and the bank name where the payment is deposited. There is a box for branch name but the list of branches does not come up. So this may be kept empty as it is not mandatory to provide the branch name.
As some new thanas(police stations) are created lately one may check with his locality.
At the completion of the online application form,a pdf file is generated. A print out of this is required. The print out better be taken on both sides of the page. In this printed pages with filled out information, referee would fill out with his stamp and signature.
The passport office where the form is to be submitted comes up too at the end according to the present address provided.
Online application remains valid for fifteen days. After that it is automatically deleted.
A text message would be sent to the mobile no provided when passport is ready.
In Agargaon central passport office, first receipt is taken and then passport is handed over  when called through loudspeaker. The applicant is advised to collect his passport on his own as it may not be delivered to another person.

Dhaka City College HSC candidates protest

Last year, the HSC examination centre for Dhaka City College was set at an adjacent institution, Government Laboratory School.
But this year, the candidates will have to go to Residential Model College for their exams.
Some protesting candidates said that the students had met their principal following the news of changes in the seat plans.
The principal asked for some time, he added.
Since their demand was not fulfilled within the determined time, the candidates have launched a public protest.
The demonstrations have halted traffic on one side of Mirpur Road. Police forces with water cannons have been deployed to control the situation.
